How long to wait before spraying on a clear coat?

i just sprayed on the second coat of colour last night. so it's been drying for about 24 hours. i'm using tremclad primer, colour, and clear. how long should i wait before spraying on the clear coat?
 
Something i've found...maybe just me. Today, I was painting my case, and I had the side almost done, just 1 more clear coat needed. I decided NOT to sand it, because I didn't want to take the time to...well, that didn't work out so well. For some reason, the clear kinda "gooped up" on the paint, and made some strange little patters for a lack of a better description.

I think it was because I didn't let the clear coat properly dry, and didn't sand between coats. My guess would be to let it dry about 24 hrs before messing with it again...but then again, what do I know. I'm the one going and ruining my beautiful paintjob...heh 😉
