how long should a girl be off-limits after she broke up with your buddy?

SCENARIO: So i knew this guy a year ago; he is a friend of my goood friend. We both got along quite well; but he is an international student and he returned to his home country 3 months ago. He then broke up with his g/f eventually. The girl is emotionally ready for another relationship.

QUESTION: So, how long would you wait before you date your buddy's ex-g/f?
