How long before ING/Emigrant raise rates?

I'm expecting at least another .1 from ING and maybe even .15 or .2 from Emigrant, anybody know the usual timeframe following the fed raising prime?
 
Sweet. Didn't even notice. Anything about Emigrant? Their rate is already 4% and if it weren't for their horrible interface all my money would be there.
