How limited is windows 7 starter?

I've heard some pretty odd things are disabled, like setting your own wallpaper... which seems quite extreme. I bought my brother a netbook for christmas, and was wondering if I should just keep him on windows 7 starter or use one of my unused XP pro copies on it instead. He won't need to do too much with it, so as long as it runs all win 7 compatible programs alright then I guess it won't be a problem. I also assume he'll still be able to use an external monitor via the VGA port, otherwise they wouldn't have put it on there at all.
 
It mentions no multiple monitor support, which worried me. But after a bit of digging, it means it'll just prevent you from running the external monitor as it's own display but it will still allow a clone display to external monitor which is what I'd need.

Should be fine for him then.
