How laughably pathetic is this?

Why does the text look all wavy? I'm guessing it's a scan of a piece of paper that doesn't lie flat, having been crumpled up. And the fuzzy letters are from high compression into jpeg.

I got that message in my hotmail inbox today.

I had a user receive this "CitiBank" email a few weeks ago -

The body of the message is a jpg. A view of the sourec revealed this -

I thought it was legit at first just wonderd why they sent it to me. I don't have a citibank account but then looked at the url and noticed its not right. heh
