How is this possible?

Got my electric bill for my old apartment at school today. From Jan 18th to Feb 7th, the total usage is $118.60. Now I am wondering how in the hell it can be that much. No one has lived in the place or even stayed there since Jan 1st. The heat (electric) was set to 57F.

Maybe the bill was an estimate (i.e. they didn't take an actual meter reading)... or the previous month was an estimate and now they are actually billing you based on the meter (you get the point).
