How is this effect done?

This is a state photography of Kim Il-sung.

I love the effect, it could be passed as a drawing, a painting or just a photograph. I tried to recreate this effect, but I can't seem to get it done perfectly. Does anyone here have an idea on how to obtain this effect? 🙂

Varying/Alternating uses of Filter>Stylize>Difuse>Anisotropic and Filter>Sharpen>Unsharp mask will get you that effect (or something similar).
