it's "only" 400 watts, but has a healthy 30A on the 12v.

a lot of video cards (gtx280 for example) ask for 600+ watt psu's, but a lot of psu's in that class use multiple 12v rails that are only 18A each, which is even less than what this 400w puts out.

will this 400w be sufficient?
i picked it up for $33 shipped AR.

When looking at the 12V rail amperage, you don't go by a single rail but by the total available across all rails.

That is a good PSU, but only has one PCIe connector so it would be best to use with a card with the same.

The CX400 can power any single GPU video card on the market. You'll be fine.

ya know, if that's the case, the manufacturer's recommendations are misleading.
xfx asks for a minimum 630w psu for just a gtx 260.

well what are you planning to run with it? Your wording didn't really indicate that it was a GTX 280. Manufacturers over recommend because they don't know what quality of product the end user is going to get.

That's so they are covered when someone goes out and buys the bestbuy special "600W" PSU on sale for $35.
