StubHub is the leading open marketplace dedicated to tickets,

Is this a homework question aphex? :p

AFAIK, scalping means charging MORE than the face value of the ticket, your link does not answer my question. And no, its a question for my own knowledge.

If partners such as:

StubHub partners include sports teams in the NFL, NBA and NHL; media companies including AOL and Hearst Communications; and universities including USC and the University of Alabama. StubHub regularly partners with leading artists such as Britney Spears, Coldplay and Alanis Morissette to offer tickets to exclusive events in support of their charities.

do not consider it "ticket scalping," then it isn't, reguardless of what is and what is not legal IMO. It's :( but it's true aphex.

they do not consider it ticket scalping because they offer "ticket packages" which includes transportation to/fromc certain locations to the venue. It is usually in the form of a shuttle bus that goes to different hotels in the area and other stops before heading to the venue.

I took advantage of this, as I was in FL where it is illegal to sell over face value for some Boston Red Sox tickets. Since I was in FL, they needed to offer this as a package, so I emailed them taking them up on the offer. They offered me a $25 credit to my credit card instead of actual transportation.
