What does "minus" mean in 3" minus?
Which grade of rock (preferably 1" and bigger) has the fewest fines?

3" minus means that the the rock contains everything that will pass through a 3" grate. You get stuff up to and a bit bigger than three inches plus the little stuff plus the dust and bug parts.

If you want cleaner rock buy something like 1-3". That will be screen out the small stuff and the dust.

If you want even cleaner rock, order washed rock.

What are you doing with the rock? If it's for drainage, washed rock will eliminate nearly all the fines...and since you're talking about 3" minus...nothing in the mix should be smaller than about 2 inches.
If you're talking about "pit run 3 inch minus" then you'll get all the rock, sand, and gravel smaller than a 3 inch nominal size. (will pass through a 3 inch screen sieve.)

(me worked the rock, sand, and gravel industry many, many years ago...back when rock was...rock.)

3" minus crushed will have all the fines of 1 1/4" minus, typically. You need those to bind the material for road work. It is an odd size though. Common sizes are 3/4", 1 1/4" , 2", and 4" for gnarly road base. There are things like 2" by 4" which has no fines.

The rock is going to be used for loader/dumping practice.
Students will load it into trucks and the student drivers will haul it and dump it back in the stockpile. This times 40 times a day.
The rock we have now has so many fines we have to run a water truck full time.

drain rock would be good for that olds. it has a little dust in it but you can get that washed out at the pile.

Then just buy something like 2-3 inch washed rock...or 3/4" drain rock, 1-1/2" drain rock, etc. The larger cobble tends to be slightly more difficult to handle...so you COULD get that for the LULZ, but it also beats up a truck bed more.
