Is this okay? I have about 25fps in half life 2 with 8xS aa and 16x af at 1280x1024.

EDIT: my temps are 48C idle and 55C load

UPDATE: my temps are now 51C idle and 59C load and I havn't benchmarked half life 2 yet on the new speeds

UPDATE 2: My temps are around 49C idle and 58C load.

6800 has a Fillrate of 3.9Gpps and a Memory Bandwidth of 22.4GBps.

6600 GT has a Fillrate of 4.0Gpps and a Memory Bandwidth of 16.0GBps.

I say, forget about the GPU and overclock the RAM as far as you can, then with the RAM overclocked, see how far the GPU goes, but RAM is definitely more important towards performance here.
 
My AGP card goes to 594/1194 (can't get it to pass the test at 600/1200). I never have seen any artifacts... BTW, this is with an aftermarket vf700...

Are you using the stock cooling? GPU temps can run quite a bit hotter than CPUs. I would start getting worried until you start pushing 70-80 uner load. You should see artifacts long before you start damaging you card.
