How involved would this project be

I want a subscription based (with an initial startup fee) test taking website. I want nothing downloaded to the client's computers. Person A would buy the subscription and take one of the tests. The results would then be emailed to person A. I want it so that person A could buy the subscription and have a friend B take the test and have the results emailed to person A. Person A needs to be able to have a screen that shows B's tests and his results for each test. The tests would also be timed.

On a scale of 1-10 (1 being "hello world" and 10 being windows vista) how hard would this be to code? Also for a project like this how much should I expect to pay (an educated guess is fine).

where do the 'tests' come from?
is there an administration for the questions/answers?


assuming yes, i would say the project is pretty easy.
not quite hello world easy, but still nothing extremely complicated.
the most complicated thing of the project is the payment system (and even that isn't too bad if you use existing code packages)

as for your scale, i'd rate it at a 4
if i were to give an estimate, it'd be 1800-2500

You are greatly underestimating my already existing code library 😉
seriously, setting up a zencart with a subscription system isn't a ton of work.

oh believe me, i do.
I'm from the midwest though, so a lot of my clients freak out easily
i've made the mistake several times of telling a client HOW i calculate my estimates (and why)
