How important are "special fans"

Im going to buying a new pc and ide like to know how important it is to spend the little extra for a HSF combo thing. Isnt whatever they give you with the CPU good enough? I wont be overclocking also so im guessing that would make a difference. But when I get my computer would i need to buy a seperate HSF setup?
 
Spending more on a HSF can let you run cooler and/or quieter. If you're not a temperature freak or a noise freak, the stock HSF is adequate.
 
If you are not overclocking don't even waste your money on an aftermarket HSF. They are more then adequate to cool your chip.

If you are buying a Dell or a brand name computer, I don't think that you will be overclocking!!!!!
