How huge a difference can a driver make?

My framerates in 98 are dissapointing me. Averaged 23fps in 640x480 with low details in UT. I remember sustaining 40-50, wtf is this 23 crap?

I'm running on stock Banshee drivers though... But the last time I "upgraded", there were fsckups in windows... argh.
