How high is too High

I think the reason why I cannot push my computer to 2.4 is because my volts arnt high enough. So my questions are:

1) How many volts is TOO many volts for my computer? The highest I tried was 1.65.

2) How many volts can my PSU pull out SAFELY because it doesnt have the strongest 12v rail. A buddy of mine blew his PSU for pushing it to hard, and I dont want to make the same mistake.

I would dare touch the voltage control on my A64 let along push it to its limits. Considering some of the mobo's that I heard have faulty voltage controls that could fry a 300 dollar CPU. No thanks.
