How fast of a comp is necessary for TV Card recording?

Thinking about getting the Leadtek Winfast TV2000XP that I would like to put on a secondary system w/ a big monitor.

Will it be good enough to do 640x480 @ 30fps? If not, what will it be able to handle? Thanks.
