How fast is my CPU?

So I have an Intel C2D E6400, that runs stock at 2.13GHZ. However, I have noticed that it says it is running considerably lower in my CPU-Z program. The core speed on this program is somewhere around 1590MHZ, but everyone once in a while it will change for an instant to more what it is supposed to be, somewhere around 2100MHZ. Is this really indicative of what my processor is running at or is it just showing faulty numbers?

It's speedstep, a power savings feature, that lowers the CPU speed when it's idle.

Ah, that makes sense. So it should go up to normal when im gaming or something of the sort?

go into bios under advanced features and disable Speedstep , CE1, EIST if you want your cpu to run at 2.1Ghz constantly .
