I tend to devote a lot of time, not necessarily money (unless we're dating and its for food/movies/little things). Like if I'm procrastinating on a paper due at noon and its 3am and I still have to study for that exam at 7... I'll still put it all aside if she wants to talk, in phone/person/online. This probably comes more because I'm terrible at doing anything related to school/work if theres anything even slightly more interesting to devote my attention to, but still.

Time, lots of time, and very nearly undivided attention.

for me its both. every women i've become interested in is either married or has a boyfriend. Or the other thing is that i learn something about them that totally turns me off.

If she is available I would try pretty hard. If she is married or comfortable with someone else then I would probably drop it if I didnt get anywhere fast.
