You can't overclock it. It can turbo up to 3.6, but that's only for 1 core. Only CPUs with "K" or "X" at the end can overclock.

Intel removed the option to run at +4 turbo bins with Haswell. Max you will get is whatever the official turbo clocks happen to be.

With a locked CPU like what you have, ZeeTech, the only overclocking possible is via the BCLK. This requires a lot more finesse than overclocking an unlocked chip where you just increase the multiplier. You may be able to go as high as 4Ghz but playing with BCLK can introduce a lot of instability to the rest of the system. If you're extremely comfortable with this kind of thing and have lots of overclocking under your belt, particularly in a system where playing with the FSB was involved, you should feel right at home. Otherwise, be happy with the chip stock and that's all you're going to get.

Is 3.60 safe or is it to much or is it capable of more fot the i5 4570
As others have mentioned, being a non-K you're limited to Turbo Boost Ocing, which is : 3.4GHz (4T) / 3.5GHz (3T) / 3.6GHz (1-2T) for your chip. On older Ivy/Sandy Bridge CPU's, you could add +400mhz to that but that "limited OC" feature was unfortunately removed from Haswell's. If you have "Multicore Enhancement" or some such feature on your motherboard, you could potentially run at 3.6GHz (all loads), then possibly add +100mhz with a +2.75% BCLK OC for a max of 3.7GHz, but that's about it.
