How effective are rubber bullets

After today's incident, the US will most likely look into stricter security on airlines. Seeing how stray rounds (real) would puncture the cabin and cause depressurization, I was thinking about rubber bullets. But how effective are they? Would they be able to put a man out of commission (temporarily?) I know bean bag shotguns will knock that crap out of a person; so would a couple rubber bullets do the same?

why not just load their mouth full of paint with a paint ball gun?

but seriously... yeah, rubber bullets could work.

Obviously officers carrying mp5's with live rounds would be unrealistic. But officers armed with automatic weapons with rubber bullets is a possible idea.

I would think a rubber bullet fired from a gun would cause a lot of damage if it missed the target

lead is very soft and basically mushrooms if it hits something hard.. i'm not so certain a shot fired from a small pistol or machine gun would puncture the shell of a plane

What about stun guns? Or poisons hidden inside capsules snug in their ass? Or stuff like that...
