How easily will an E4300 hit 3.0+?

I'm making a build for another person, and they'd really like to hit the 3.0 mark. I haven't used anything in the Core 2 Duo line other than the E6600 myself, so I'm pretty clueless about this chip.

I realize it's very subjective to the actual processor you get, but how well have the E4300 overclocks been going in general? My main concern is having to push out a lot of voltage to hit that mark, since the cooling in this build won't be the best (better than stock, but not a Tuniq, Infinity, Ultra 120, etc.)

This thing is also going to have to be stable. It doesn't have to be server-grade stable, but the person using it definately doesn't want any random BSODs. All in all, am I safe going with this chip, or should I look into something else, like the 4400, 6300, 6420, etc?

It's all really in the chip. There have been complaints from some that their chips top out at around 2.8-2.9 ghz no matter how much voltage they give them. Others hit 3.2 pretty easily at acceptable voltage levels.

The E4300 chips don't seem to be as "sure" as the E6x00 chips. They are more of a hit-and-miss situation than with the higher models.
