How does your hair now when to grow and when to stop?

Lets take a look at say leg hair. I'd say it's about 1-2 cm long. Okay, so if we shaved it off, it would obviously grow back.
But once it reaches that 1-2 cm level, it stops. And we again have our normal length, say after about a month.

But if we do not shave our leg hair. After the same about of time as above ( month ) our hair has not grown the extra 1-2 cm, for a total of 2-4 cm.

Why?
 
1-2cm? Damn, I have long leg hair. 🙁 Maybe if I shave it the hair will only grow back to 1-2cm as you say?

Isn't it evolution? Too much longer and it would retain too much heat within the body, shorter and it won't be able to retain enough.

It doesn't stop growing, but as it gets longer, it falls off, or gets scraped off easier. You don't notice it because there are lots of surronding individual hairs at various stages of growth all the time.
