How does two-man (doubles) luge work?

What does the second person do? I mean, for the bobsled, one person steers and although the middle guy doesn't really seem to do much, at least him and the rear guy push the sled. But does the second guy in two-man luge help push the sled? It seems like only 1 person is needed... I really don't get this event....
