Thermal paste is by no means a glue. Its an interface material.
There are a few choices for your needs though.
"Frag" tape aka Thermal adhesive tape or epoxy.

Frag tape is not a good performer for heat transfer compared to thermal pastes.
Epoxy works well but is permannent for the most part.

What we have found is that using "Arctic Silver " or "copper paste " does have enough strenght with surface tension to hold most smaller heat sinks on to a surface.

Such as vid card heat sinks and the like. Still you need a retension mechanism for larger heat sinks.

If you need a glue like compound, may I suggest "Arctic Silver Epoxy".

From the folks that brought you Arctic Silver, only it's a two stage epoxy. ;)

Thermal Grease 'works' because it effectively displaces air. The grease conducts heat better than air. It should be applied fairly thin using the edge of a razor blade or credit card. The precise 'thickness really depends on how smooth and flat the bottom of the heatsink is. Real smooth gets a thinner layer.

Poit has about the best guides on the net for these sort of questions. He even has some animated gifs showing you how to apply thermal past.
