how does "return to sender" work for USPS

got wrong item from ebay, called seller, said just write "return to sender on the box".

so will USPS just return it to them free of charge? it was mailed out first class mail.
 
i added 3 sheets of computer paper showing him the ebay auction and his mistake, and the emails we had as to rectify the situation before he shipped the item. because he sells alot of things, it must have slipped his mind and he sent the wrong item.
 
That's a federal offense SONNY!!!! You should actually pay the return shipping yourself....just like UPS or Fed Ex would make you do. Otherwise Newman will come and interrogate you "under the lights".
