I was wondering how the pay per click advertising worked in the white paper space.

with the whitepaper titled "workstation security enhancements in windows vista" form global knowledge.
does global knowledge pay techrepublic when the end user(me) downloads the white paper or when the end user clicks on the global knowledge icon on the right side to go to their site or pays in both cases?
