A few thoudsand miles of fiber lines with corporate date centers strewn along as well?? How does one with a huge fiber network connect himself to the worldwide Internet?
 
who owns the fiber?

If you have a few data centers with leased fiber then you own your own gear to make the network. From there you connect the data centers to the internet via a service provider.

For example - data centers in chicago, atlanta, san fran and new york. There has to be some kind of connectivity between them all - you can get this from a provider or you can lay your own fiber (not likely)

so you pay somebody else for the connectivity/transport and at the same time you put in internet connections at these data centers.

This kind of effort is like any other major project. Figure out what you want to do, how you're going to pull it off, then go do it.

1: Define your requirements, constraints and budget
2: Pick your technology (VPN, Frame Relay, ATM, etc)
3: Build a RFP, distribute to vendors, review their responses and pick one
4: Finalize your plan, get your facilities in orer
5: Order the circuits and get the connectivity provisioned
6: Test the heck out of it.
7: CAREFULLY cut traffic to it.
8: Pray
