How does one Network, for jobs and such?

How does one go about making new connections and network? I just graduated with a degree in Computer Science (!!laugh track!!) and having a hard time getting a job. I already told all my friends about my job search, and sent them resumes. But they also just graduated, and only 1 of them has a full time job. Others are either preparing for grad school (I am too) or just doing other things.

So where can I meet the right people?

Contrary to popular thought, jobs are hard to find in India. I have some family in India, and when I asked them how the job market was, they just laughed at me.
