How does one compute HEX/Numberical URLs?

Although it has been a while, I could have sworn that I've seen URL of the form:

http://324525235/ (or something similar, I didn't count the digitals or anything)

Is that the IP encoded in hexadecimal form? Can any existing base URL be encoded in this fashion? If so, how?
