How does one compute HEX/Numberical URLs?

Although it has been a while, I could have sworn that I've seen URL of the form:

http://324525235/ (or something similar, I didn't count the digitals or anything)

Is that the IP encoded in hexadecimal form? Can any existing base URL be encoded in this fashion? If so, how?

You could do it the easy way. Just enter the IP address in the box, do a whois, and the results will also give you the decimal address.
