I have 512mb DDR400 Corsair VS Ram, and a ati radeon x700 (256) video card and I was wondering if I upgraded to 2gb of memory if my video card and computer would perform better.

Ofcourse, the difference will be huge.

The memory does not directly affect video cards, but it affects the overall computer performance (including games) since there's less HD swapping when you have more memory.

Video performance you wont see any gain at all.

Your computer will be much more responsive. Fast load times, exit times, overall smoother experience.

Especially if the 200MB's of spyware/adware/malware/viruses grows to 1800MB's
Edit: Seriouly you should defniitely notice a difference. Probably the biggest jump is the one from 512 to 1024 but the extra 1024 doesn't hurt.
