How does CPUz collect information?

what is CPUz talking to? your motherboard? your CPU?

if it's talking to the motherboard, then why do voltages, MHz settings, temperatures, and so on often show up differently in the bios?

It's talking to a whole bunch of different hardware ports and registers. Some things, like CPU speed, are fairly standard and obtainable from Windows, while others, such as temp sensors and fan RPM sensors, depend on chipsets from a few different OEMs, and each chipset has ports you can program to, and protocols for getting information.
