How Does Cingular hire Tower Techs?

I've often have wondered where cingular gets tower techs. Do they contract out or do the techs work for cingular or what?
 
I don't know about Cingular, but I've seen postings on Monster.com from various companies, wanting tower techs.
 
If I had to guess I would say that it's a combination of contracting out when they absolutely need people _now_ or when there's a short-duration need for labor, and postings both on large job boards like Monster.com and the majority of postings on the company's own internal Applicant Tracking System.
