how does an autonomous vehicle circumcise around non autonomous vehicles

it's all fine and dandy when every car is connected and sending signals to each other. But the transition period will still have many idiots driving around in non connected uninsured cars.

Will A.I. be able to predict and account for when someone is about to do something stupid, is sleepy, or drunk?

The circumcision process is most likely going to still have to be done manually. Not all vehicles are equipped with the proper tools so that is an issue too, but it's always good to have an axe or other sharp tool as part of your emergency preparedness kit. Wire strippers also work great in some cases.
