How does a university go from D2 to D1 football?

I've heard its game attendance ect but I dont think thats right.. any football buffs here?


Also, how do states dole out funding to state universities for athletic programs, or otherwise?

i have no idea but when UC Davis moved from D2 to D1 athletics they raised tuition $400 per quarter 🙁

I don't think some Division 1 teams need state funding. I know that University of Michigan football revenues spill over and support other less profitable athletic teams such as wrestling.
