You need to find a custom built Uninstall utility. I know a few techsites created an uninstall program strictly for DirectX 8. Do a search on Google.com for DirectX 8 Uninstaller.
According to MS you can't. However, there is a utility floating around the web that will do it. You stand a good chance of trashing ur system if you do. Best to format and start over.
I tried uninstalling it but was unsucessful, that utility fails to uninstall certain files. What I did was install Win ME over Win98 and that solved the problem.
