How do you trace an IP Address??

Well I'm not quite sure what you mean by tracing, but if you want to know the owner of an IP address (not individual user, but owner of the entire block that address is in) you can use the whois tool here That should cover all of north america, there are I believe 3 other bodies that control the rest of the address that you might have to look at if its not in north america.

You can also use the program Neotrace.

or for a not so user-friendly method:
start > run > "command" then type "tracert <IP ADDRESS>"
it'll trace where it goes
