How do you test a power supply?

I am trying to help out a friend who was given a complete computer but the power supply was not connected to the various components and motherboard.
I have connected the power leads (to the best of my ability) and a small led on the motherboard is lit orange.
When I press the power switch nothing happens - no fans spin, etc.
I have a volt/ohm meter and would like to test the power supply.
Can someone please provide * detailed * instructions on how to test the power supply?
As you can see, I am somewhat of a novice at this.

Read that to get the PSU started up without the computer. Then use the voltmeter set to DC to test voltages. You can use the pins on the mobo connector or the 4 pin IDE connectors to test voltages. On the 4 pin connectors the yellow wire is 12v and the red is 5V. Connect to a yellow and black and then the red and black. Also, double check to make sure the power button on the case is correctly hooked to the motherboard.

Part of the problem is that all of the ribbons were disconnected * as well * as the power leads.
There is no documentation but I * think * I have all of the connectors correctly set-up.

I get the same results with the power switch on or off.
Like I said in a prior post, how do I know that the switch is functioning?

On the 4 pin IDE connector I get .033 volts with red/black and .000 volts with yellow/black.
