how do you tell how hot is your video card?

Only video cards with thermal diodes can register the temp to a program. I honestly don't know if any card older than a 9800xt has a built in diode. Could check with your card vendors site for tools and information.

Programs like SpeedFan will find your graphics card thermal sensor if it has one. it only shows the sensors it found, not where they are from, but you can usually figure out which is the CPU/Mobo/GPU if you look closely enough.
