How do you teach a cat to cover up his feces?

Everytime he poops in the litter box, he doesn't cover it up. Sometimes when he urinates too he does the same thing.

By example. Time to buy the economy size kitty litter and some oat bran.

You can't.. I have 2 cats, one of them does the same thing.. He doesn't cover when he goes. My other cat goes in and covers it for him though.

if i ever teach my dog to poop in a box, i'm going to get a cat so teh cat will cover it up
