How do you restrict user privileges in XP?

If I were to make a new user account for another person on my computer, but wanted to limit what they can access on my computer, what do I need to do? For example, if I wanted to make certains files and folders off limits or even prohibit them from using Internet Explorer what do I need to do? Thanks. (I am using Windows XP Pro)
 
go into properties for the file or folder you're restricting. click "add"

add the user name that you're going to restrict. deny read/write/execute/ownership/etc.
