How do you resizean animated gif(removing the boarder)

I have an animated gif that is too big(dimension wise) for an avatar.

I want to remove the white boarder around the gif to make it smaller. how do I do that?


I have tried photoshop elements, and it make the gif "static"

do you have photoshop imageready?

i am sure there are free programs that you can do this with, but that is the only one i know how to do it in / have / use
