How do you reroute a domain name to a different IP address?

Windows 7. I need www.whatever.com to reroute to 123.123.123.123 in all Internet applications.


I know how to do this with the hosts file, but I need something easily reversible (something I can put in a batch file, for instance) without requiring a restart.
 
Make a second copy of the HOSTS file with the settings you want, then make a batch file to rename/swap the two files as needed.
 
Why do you want to do this?

One thing you can do is use opendns, and program it to block a site.
Then when you need to use the site change the dns to google's dns.

So many ways to do what you want but I would like to know why and that will help us give you the appropriate answer.
