How do you remove ruler lines in Word?

I'm trying to edit a template and it has lines on that seem to be tied to the ruler, and I can't get the damn things to go away (or add new ones either). I've googled it and it's NOT a generic horizontal line made by three hyphens, so those fixes won't work. Any suggestions?

Borders and Shading. It might be in the body but could be in the Header or Footer too.
