my brothers PC has been taken over by some sort of evil pop-up demon...

Did you try housecall? Works better on viruses than spyware, but you never know:

When I have spyware that Ad-Aware doesn't catch, I got through all the running processes, and search the web for any I don't immediately recognise (also look closer at the ones you do recognise, because it could be spyware pretending to be a valid process). If you search google groups for a file, and that file is associated with spyware, you will usually find out right away.
