the overall sound of "water" is almost the same as "falter", minus the L sound.
Because of that L, the first half of the word is softened and the "t" sound is far more pronounced, mainly because of how the "l" sound is formed, it makes for a perfect transition.
Water, to get the "t" sound to be as prevalent as in falter, requires over- pronunciation and sounds retarded. Almost all of us say "wah-ter" but to our ears it can almost be difficult to distinguish between a "t" and "d".

I dated a girl from Pennsylvania, she pronounced it "Woo-ter." That was the weirdest damn thing.
What is worse is when someone pronounces "wash", as in, to wash your clothes, as "warsh".
Where the fuck the "r" comes from, I haven't a clue.
