How do you prevent 0's and negatives from bidding on your ebay auctions

I was -1 for a long time. I am 1 now. My first time buying anything and it came damaged because of the way the guy packed it. He wouldn't rectify the situation so I left him a negative. He left me one in retaliation. That doesn't mean I am a bad trader. My heat has no negatives or neutrals.
