How do you post a question as opposed to just a message?

Are you referring to the "Mark this message as the answer." feature? If you are it only works in Forum Issues.

Whenever you start a thread the option will show up for you to mark a certain post as the answer. I'm sure under my sig in this post you see "Mark this message as the answer." but nobody else will.
