How do you make case sticker?

I was browsing through a couple bidding sites and found that some people were selling case stickers that they made. I was wondering how you would go about making them. Thanks

Photoshop, glossy sticker paper, and a printer.

But how do they make the clear covering on the stickers?

Maybe a laminating press. Like they do to your drivers license.
