How do you make an Internet Explorer toolbar?

I was wondering how you make Internet Explorer toolbars ( like Googles, but not nearly so complicated, http://toolbar.google.com ), does anyone know?

All I want to start is one button that forwards you to a webpage, I've looked at IEBar.com and UltraBar, but I'd like to learn to do it myself... anyone know?
