Looks like you don't have extra CPU to test it out. The only option you have is take out all component except video card, one stick of ram and CPU. Before you do that unplug everything including power cable to motherboard and plug it back in. It might work that way.
It happen to me once, there is a suddendly shortage and my CPU won't boot up but others are working fine. I unplug it and plug it back in and it reset itself. Still a unknown mystery to me. If this doesn't work, try to do the same to CPU too. Other than that, there is nothing I can help you over the net. Too bad you are in Georgia, otherwise I might able to help you out on site.
Just curious, how do you read this message if your system is down.

If you have extra PC, then you can use their componet to test it.
